Yes. The mobile app is free to download and is included with every TruckerPro Border account — including the Free tier. There is no separate mobile subscription. All manifests filed via mobile count against your account's plan limits, the same as web filings.
You can create and save manifest drafts while offline. Drafts are stored locally on your device and automatically synced to your account when internet connectivity is restored. Submission to CBP or CBSA requires an active connection, but you can prepare everything in advance while offline.
